Grace-Marie Turner is President of the Galen Institute, a public policy research organization that she founded in 1995 to promote an informed debate over free-market ideas for health reform. Grace-Marie testifies regularly before Congress and advises senior government officials, governors, and state legislators on health policy.   • The disastrous launch of the HealthCare.gov website has overshadowed other serious problems with the Affordable Care Act, including high costs and lost coverage.
  • Policies inside the Affordable Care Act exchanges will be expensive even with subsidies for the young, healthy people that the exchange organizers most need to enroll, making it more likely that the exchanges will become a new form of high risk pools.
  • Millions of people have received cancellation notices because their coverage doesn’t comply with the law’s mandatory benefits and other regulations, millions more will either lose or see significant changes in their policies as 2014 unfolds.
